I think they are just trying to get a good spot to lay in and get comfortable.
i think they are making themselves more comfy
maybe they want to keep warm ?? before they go to sleep

Dont worry, its normal.
What they are doing is making themselves comfy. They usually do it when they have a giant spongy cushion in their bed

they are nesting or burrowing. my dog will walk around the covers and dig and kick them this way and that way so that she has the perfect spot to curl up in and the covers are all bunched the way she likes. a lot of dogs, especially little ones, love to curl up in blankets.

It’s instinct. All dogs descend from wolves. Wolves do that to make a “nest.”
Dogs are descendents of wolves. wolves cicle before laying down to stomp down twigs and pebbles so they arent poked by them when they sleep. its an instinct of all canines, including dogs.
